few questions on html web design?
ok this first site i was wondering how it got the side bar on the left and the links in that bar ---> http://www.wethepeople-wtp.org/
the second one i want to know how the top part was made

the little brown bar that says home.. the plan.. etc.. and the banner above it is made
the banner is divided into 3 parts each its own picture and the first 2 are the same but the one in the middle has a transparent american flag over it, how did they put the flag there?
is this html? and how can i make it?
The first site uses a frame to make the separate section on the left. Professional web designers don't use frames any more.
The second site uses a table to position the three different gifs. All the gifs were made in a graphics application. Gifs can handle transparency, jpgs cannot.
